How can we make the state more effective in Africa?

The conference’s general assessment of the quality of relations between the African state and its citizens was particularly harsh and uncompromising – albeit with significant variations from country to country – in three main respects:
The state does not listen to its citizens
The state is generally inefficient and even counter-productive
The State is not impartial in a society where corruption is gaining considerable ground
